This usually happens when a younger person meets an elder at their home or at a restaurant, and is generally accepted in Chinese society as a polite and considerate thing to do.

If you are attempting to make a sincere apology for actions or words, discussing the matter over a cup of tea is a great way to go about it. Perhaps this is because Oolong tea is looked at as being a calming tea - hence its role in getting things back on track.
